FFVII I love you, but you are frustrating me now

How are you supposed to imagine evening wear in a world where proper, respected business people dress like this and like this on a daily basis and nobody thinks its strange?  Shalua, quite frankly, looks like a street walker and Reeve looks somehow overdressed.  And they work for the same company/organization!

Reeve doesn't care what people to work as long as everyone's doing their job? (I think he'd have a hard time imposing a dress code on Yuffie. ;))

You could imagine that they all wear fancy evening dress from a defined historical period with particularly cool fashions (Regency... Renaissance.... medieval China... the 1930s...the 1960s as envisioned by Austin Powers... )?
